本ガイドの目的は，半導体デバイスの製造に使用される半導体製造装置が，電磁障害（EMI: electromagnetic interference）に起因する故障なしに，信頼をもって運転することを確実にする手助けのための推奨である。この望ましい特性は「電磁適合性」（EMC: electromagnetic compatibility）として一般に知られている。
本ガイドは，半導体デバイス製造を目的として建設された装置に適用する。ここに含まれる装置の種類は，通信装置，制御装置，プロセス装置，計量装置，検査装置，自動装置，および情報技術装置である。いくつかの用語は，半導体の設備・装置に特化される。
本ガイドの主な焦点は，半導体デバイスの製造に使用される半導体製造装置であるが，本ガイドは，関連製品（例えば，液晶やMEMS）の製造に使用される装置に適用される場合もある。
