本仕様は，Global Micropatterning Committeeで技術的に承認されたもので，Japanese Micropatterning Committeeが直接責任を負うものである。現版は，200年月9日Japanese Regional Standards Committeeにて承認されている。2004年2月にまずwww.semi.orgで入手可能になり，2004年3月発行に至る。
E 本スタンダードは2004年9月，編集上の誤りを修正するため改訂された。表2および3で変更がなされている。

このデータ構造仕様は，マスクファブ内のマスク欠陥検査装置，欠陥修正装置，レビュー装置間で扱う欠陥情報交換を，標準的ＸＭＬフォーマットを使用して行うものである。
装置間で欠陥情報を相互利用する。
欠陥検査装置，欠陥修正装置，レビュー装置以外の装置，システムでの選択利用。
この標準化されたデータ構造を用いる装置サプライヤは，特定のソフトウエアおよびハードウエアに依存する事なく，必要な情報の送受信ができる。
本スタンダードは，半導体製造用フォトマスクの欠陥関連情報に適応できるものとする。
このデータ構造は，送信されるＸＭＬファイルの階層構造とタグ名及び内容を定義する。このスタンダードによって，特定のデータベースやプログラミング言語が指定されることは無い。
